A processor is an organisation that processes personal data on behalf of a controller and only on its documented instructions — a payroll provider, a cloud service, a support tool. The relationship must be governed by a data processing agreement under Article 28, and the processor has its own direct duties: security measures, breach notification to the controller, and rules for engaging sub-processors.
