Personal data is any information relating to an identified or identifiable natural person — names and contact details, but also IP addresses, location data, identification numbers, and combinations of facts that single a person out. The definition decides whether the GDPR applies at all, and it is deliberately broad: pseudonymised data remains personal data as long as someone can re-identify the person.
